Background – 29th ACP-EU Joint Parliamentary Assembly session

The keynote debate entitled "Seas and Oceans", given the location of the session in the Pacific region, will be held on Tuesday, with the participation of high-level speakers, including Anote Tong, President of Kiribati .

There will be three debates, wound up by resolutions tabled by the standing committees on:


  • Challenges and opportunities in education and vocational training in ACP countries (debate, vote Wednesday),

  • The financing of investment and trade, including infrastructure, in ACP countries by the EU blending mechanism (debate Monday, vote Wednesday), and

  • Cultural diversity and human rights in ACP and EU countries (debate Tuesday and vote on Wednesday).

There will also be two debates without resolutions, on:


  • Natural resources (Tuesday) with the participation of Charles Abel, Minister for Planning of Papua New Guinea.

  • Improving internal revenue generation capabilities in ACP states (Wednesday).

Debates are also scheduled with EU Commissioner for International Cooperation and Development Neven Mimica (Monday), Latvian Minister for Foreign Affairs Edgars Rinkevics, President-in-Office of the EU Council and Vanuatu Minister for Foreign Affairs, International Cooperation and External Trade, President-in-Office of the ACP Council, Meltek Sato Kilman Livtuvanu (Tuesday). Wednesday, Assembly members will also have discussions with the Fijian authorities among whom Finance minister Aiyaz Sayed-Khaiyum .

Two urgent topics will be debated and wrapped up with resolutions:


  • The natural disaster in Vanuatu (and neighbouring states): the way forward , including regional cooperation (debate Tuesday, vote Wednesday) with the participation of Osnat Lubrani, United Nations Resident Coordinator & UNDP Representative

  • the situation in the Central African Republic (debate and vote Wednesday)

On Saturday the Women’s Forum will meet in the morning. This will be followed by the meetings of the three standing Committees.
