Transparency and Collaboration Propel Progress in Basic Healthcare Fund Implementation

Abuja: The Federal Ministry of Health reports that transparency, inclusiveness, and inter-agency collaboration are driving steady progress in the implementation of the Basic Healthcare Provision Fund (BHCPF). The Minister of State for Health and Social Welfare, Dr. Iziaq Salako, made these remarks during the 11th meeting of the Ministerial Oversight Committee (MOC) on BHCPF held on Monday.

According to News Agency of Nigeria, Dr. Salako highlighted the committee's role in demonstrating the ministry's commitment to inclusive and accountable health governance. He emphasized that the MOC is indicative of the transparency and inclusiveness now propelling the system. Active engagement from sub-national governments, civil society organizations, and the four implementing gateways is critical to delivering improved health outcomes.

Dr. Salako noted that the ongoing process is facilitating greater enrolment in health insurance, as stakeholders align their priorities and work in a more coordinated manner. He also commented on the positive impact of the Presidential Executive Order on the healthcare value chain, which is beginning to yield results across various components of the health system. He pointed out the positive ripple effect of the Order on Nigeria's pharmaceutical industry, sharing insights from a recent engagement with a leading drug manufacturer and commending the Senate for its role in fast-tracking regulatory reforms.

However, Dr. Salako raised a pivotal question about whether these benefits are reaching the patients, stressing that the ultimate aim must be to reduce drug prices at the pharmacy counter. He called on stakeholders to ensure that cost savings are not solely absorbed by manufacturers but are passed on to those in need. Additionally, he urged for greater flexibility in evaluating innovative proposals that may not fit traditional funding parameters.

The revitalization of primary healthcare, a key agenda of President Bola Tinubu, is no longer just a plan but is becoming visible and measurable, according to Dr. Salako. The News Agency of Nigeria reports that the BHCPF, which seeks to enhance access to quality and affordable healthcare through sustainable financing, continues to gain traction across states. The MOC serves as a crucial platform for monitoring, reviewing, and aligning health sector progress toward Universal Health Coverage.
